Hey All.
Since im not too familiar with the in-depth rules of 40K, I was just wondering:
I know that Marneus Calgar is the chapter master of the ultramarines, but does he have to be?
I mean can I make my own chapter master, and if so are there any wargear restrictions, or can I freely give what's available in the codex armoury?

You can do whatever you like, there's not a set limitation stating calgar must be your chapter master.

Well, I think you'll get some odd looks if you said you were playing Ultramarines and that someone other than Calgar was the Chapter Master, but you you can do it I guess.
Just build a Chapter Master from the codex entry and off you go.

Just say the army is from some past point in the Ultramarines history and call it good.
Lord knows every guard player and his brother is using the old Macharius model as Creed these days.

What you actually "call" your army isnt important. If you have used your codex rules to construct your army, you should be fine.

Absolutely. Paint them any colour you like.
You might also want to check out the DIY chapter section of Bolter and Chainsword - lots of useful stuff in there.

Calgar wasn't always the Chapter Master, and won't always be so.
40K games are not all taking place in the 'present' time of the game's background. As evidenced by the number of special characters who are (fluffwise) dead in the 'current' time. Your game is theoretically just taking place sometime during the 10000 years between the Heresy and the end of the 41st Millenium.

Which is also why Chaos doesn't get all the new Codex: SM toys, they didn't have them at the time of the heresy, but Chapters go renegade/Excommunicates all the time(as do elements of chapters).
While it is fine that the Excommunicated Chapters may be forced to give up most of their new toys, the renegades would obviously take them with them, and it is not like the elements of chapters(1-5 squads,or a single cruiser) that go renegade obviously all have out of date gear.
Also the Red corsairs, pirates that they are, constantly steal gear, and they are not going to pass up the new toys.

Its worth bearing in mind that the only real difference between Chapter Masters and Captains is Orbital Bombardment. So even if you which to incorporate Calgar in the future you can demote you converted Chapter Master.
I also think that your choice of wargear is mint!
