I am currently in the planning stages of a SW force. I have heard people swear on dual vindis. So I ask you dakka, are they good bad or meh?

they're good. the short range of the gun, the scatter die, and the ubiquity of cover saves go a long way towards mitigating the str 10 ap 2 gun, but vindicators are cheap and tough and when the gun goes off it goes off big. go for it.

no siege shields. its only a 1 in 6 or 16% chance of being immobilized. I think you should keep your 10 points and just risk it. whats a hb?

Yeah they can. They have the same range as the cannon so it's not bad but if you're short on points as it is don't bother with it.

well, before I build/ glue anything, I am going to try to make my list up so I know what I will have for points.

I've never made a good list before, just two 'these models look cool, and I have heard good stuff about them' lists.
Orks (well, it isn't that bad of a force, just a ton of boyz for greentide, and nobz, meganobz, KFF mek, and warboss)
BA (the rule of cool dictated my army purchases.)

Since you are a good painter, you should line them up, (if they have siege shields) and paint their hazard stripes so it is one continuous pattern across the three shields.

With vindi's, to my mind at least, it's go 3 or go home, although 1 can work to round out stuff sometimes, 2 just seems awkward. However with all that said, having started the game with Imperial Guard, I've never been a fan of Vindicators. They are weeny Leman Russ Demolishers to me. They can be effective, however are very much prone to win big/lose big syndrome, and are amongst the easiest SM vehicles to mitigate. Between 24" range, cover, and the AV11 side armor coupled with having only one meaningful weapon, much of the damage can be mitigated and if they can be shaken or have a single weapon destroyed result inflicted against them then they are useless for their intended role. It's always fun to splat that squad in the open and inflict 8 unsaveable wounds on a unit, but this happens so rarely in my experience with ordnance weapons that it's not something to count on at all.
LRBT's at least have absurd range to hit anywhere and Demolishers can get useful and longer ranged sponson/hull guns, but Vindi's have only the one short ranged gun on medium armor. Another issue to consider that comes up with SM ordnance weapons is that SM armies typically like being at close quarters, while this would seem to complement the Vindicators range, it often results in being unable to hit what you want to hit because your dudes are too close or may be close enough to get splatted by poor scatter.
Vindicators can be used to good effect in certain situations, and are great at dissuading enemies to disembark anywhere near one, they make good flank control, but their usefulness more than anything comes from fear factor. S10 and AP2 means they can hurt anything with a good chance of success. However factor in all the stuff above and it becomes more of a boogeyman to scare an opponent with than something that's going to pay off all the time the way they often are thought of.
