I would go with the traditional Starfleet uniform. Don't do the casual stuff, he looks much better in his uniform.

And now for a more serious reply...

Well, I'm assuming that the GW standard white-and-blue isn't appealing. I used white and red for the few I've painted (refugees from the old old old WFB starter box, High elves vs. Goblins).

If I were doing it now, and I was going for a three-color highlight plus glaze, I'd do:

Skin: Basecoat Dark Flesh, then Dwarf Flesh (leaving Dark Flesh only in the mouth and between fingers), highlight 1/1 Dwarf/Elf Flesh, highlight Elf Flesh, glaze with 1/2 dilution of Ogryn Flesh
White robes: Fortress or Space Wolves Grey base, highlight off-white, highlight Skull White, glaze with an EXTREMELY thin dilution of Badab Black
Red Sashes/Plumes: Scab Red base, highlight Red Gore, highlight Blood Red, glaze with Ba'al Red - or Devlan Mud if I was opting for a dirtier look
Bows and other wood would be a light pine-ish color: Graveyard Earth base, drybrush Desret Yellow in the direction of the grain, drybrush Bubonic Brown the same, glaze with a 1/4 dilution of Gryphone Sepia
Steel (armor, weapons): basecoat Black, highlight Boltgun Metal, highlight Chainmail, glaze with a 1/4 dilution of Badab Black
Silver (helms, jewelry): basecoat Chainmail, highlight Mithril Silver, glaze as steel.
Leather (belts, scabbards, boots, etc): basecoat black, highlight Dark Flesh, edge higlight Snakebite Leather, glaze Devlan Mud
Bronze (Buckles, weapon fittings, etc): basecoat Tin Bitz, highlight Dwarf Bronze, higlight Shining Gold, glaze with either Ogryn Flesh or Grypnone Sepia.

Somewhere, GW has an excellent tutorial on how to do gems; I cannot reccomend it enough for HE.

Is that the sort of thing you are looking for?

I am afraid the robes *have* to be white as it symbolises Elven Resolve.
