So as the title suggests, I am looking to create a blog and I would like some recommendations on blog sites that will have the functionality I'm looking for. I tried using Blogspot, but I can't seem to get it to do the things I want.
Here are the functions I'm looking for:
-The ability to create a front page with an intro and a means of easily navigating the blog.
-The ability to categorize posts in whatever order I want and provide a directory to them on the front page. I want to be able to link to articles that I write on the front page in an easy to read directory, perhaps separated by tabs (EG: Tab A is "Tactica". The user clicks the "Tactica" tab and a page opens with a list of links that take them to various tactica articles I have written. Table B is "Painting". The user clicks the "Painting" tab and a page opens with a list of links that take them to various painting articles I have written. Etc...)
-The ability to easily add pictures to my published posts and arrange them on the page however I want, and have text auto-adjust based on the position of the picture (Blogspot does this, but I cannot seem to make it do anything else I want)
These three things are the primary functionality I am looking for. Baiscally I am looking to create a website or a blog where I can post tactica articles that I write and publish them the way I want, and post battle reports, painting guides, etc...It doesn't need to be super fancy, it just needs to work and remain stable.
Can anyone recommend a hosting site that offers a free or very inexpensive (perhaps a 1 time fee) means of creating such a website/blog?

Seriously. At the risk of being an ass, there are more than enough blogs out there, and most of them don't have much worth going back for a second time. I'm not saying that your information won't be more insightful and mind-bending than generic40kblog.com, but unless you're a ' 40k celebrity', then I can't see much use in having your own blog over it. Even then, I don't see the point in having your own blog over it.
Plus, rather than having to constantly pimp your blog everywhere you go, if what you have to say IS more insightful and mind-bending than Joe Blogger, you already have a large scale audience here.

I had considered that actually. I'm thinking of writing a tactica thread here and putting up articles as posts within that thread, or perhaps starting threads in the tactica section for each article and linking them to the main thread which will be linked in my signature.
I just liked the idea of publishing my own blog-style web page and making it look the way I wanted, but I guess the end result would be a link in my signature anyway......
Think I'll start writing the articles in notepad and then figure out what I'm going to do from there.

Wordpress.com covers most of your requirements. The blog can have a fixed front page and as many tabs (and sub tabs) as you like. WP will host your photos and has a gallery function to easily display the pics. Inline photos are also possible, but some times it takes a bit of html knowledge to get them placed where you want (much like blogspot). And its free.

Seen many a blog which serves only to pamper the authors feeling of being the only resource on the t'internet and have ended up as quite arrogant posturing over certain topics.
As long as you bear in mind, and keep it there, that there are other ways to do whatever you're taling about you'll keep grounded. Some have ended up as quite bitter and senile rants about hox your info is the only info that is worthy.
The audience soon goes away and the visitor ticker stays quite low!
