Having read various threads about Chaos being ndepowered, I wonders if anyone thought that this was somehow planned. Keep CSM and deamons down, to make sure "good" is always seen to triumph over "evil"...True, or random conspiracy theory??

I think it's just a manifestation of the constant swing of the pendulum. Not grand plan behind it - they were good, and thus must become bad. One day they will be good again.

In 3rd Chaos went from having a lame, stripped-down codex to having the brokenest of them all. The 3.5 codex held on for a while as a nasty piece of work, and when they released the current one GW was just on a kick of trying to simplify and de-power things a bit. Pity the poor Dark Angels; they got it worse around the same time.

They're still perfectly competitive. The problem they currently face is just being a bit too bland. There was a brief period where this was the norm, and they came out way better than the Dark Angels, who had the same treatment.
It's not a conspiracy, just a bit of bad game design.

Warp powered super marines getting through flashlights? lol not too big of an accomplishment I mean this is their 13th try and the they are barely making any progress

They have made planetfall. And All those flashlights can do some damage, especially if they set up in ambush points and lead by Creed. And its not that the marines are bad, its that their leadership is full of idiots. Like Eliphas, he has some brains. Abbadon has none.
