Woah.
So, you need to lose those powerfists. drop all of them.
Just some plain jane marines in razorbacks - saving you some points.
Drop a dread - that third one is a waste since he wont come in turn one with the rest.
Instead use all these points I've saves you for another assault squad in a drop pod with a meltagun and a lightning claw (Lightning claw is the same cost as a power weapon.)
3 Assault squads in Las backs Run around shooting stuff and hold backfield objectives. 2 Dread pods come in turn one and stir up trouble Then last pod with marines comes down too hold up an enemy objective.
Congrats - a list that might be able to do something.
I sorta like it actually.
Its still a bit sub par - but played right you should cause some damage.

So basically, with your suggestions we're looking at a list like this:
HQ:
Librarian (100 pts)
-Blood Boil, The Sanguine Sword
Troops:
5x Assault Squad (100 pts)
-(Librarian)
Razorback (90 pts)
-TL Lascannon
5x Assault Squad (100 pts)
Razorback (90 pts)
-TL Lascannon
5x Assault Squad (100 pts)
Razorback (90 pts)
-TL Lascannon
5x Assault Squad (125 pts)
-Lightning Claw
-Meltagun
-Drop Pod (35 pts)
Elites:
Furiosio Dreadnought (125 pts)
-Blood Talons
-Drop Pod (35 pts)
Furiosio Dreadnought (125 pts)
-Blood Talons
-Drop Pod (35 pts)
Total: 1150
since we've removed the PFs from the squads in the razorbacks, we're looking at another 100 pts to spend. some options i've come up with are:
1. reinstate the PFs (75 pts)
2. upgrade the librarian to an epistolary, give dreads extra armor and razorbacks dozer blades (95 pts)
3. upgrade the librarian to an epistolary, give razorbacks extra armor (95 pts)
4. upgrade the librarian to an epistolary, give razorbacks storm bolter and dozer blade (95 pts)
additionally, with the dedicated transport ability, assault squads can give up the jump packs for a 35 point discount toward the razorbacks, which would free up another 105 points. is this advisable? i also wonder which two psychic abilities would be best for the librarian. i gave him Blood Boil and the Sanguine Sword here, but Smite looks good as well. any thoughts?
input appreciated. thanks again

I think assault squads are much better with Jet Packs. You should run full squads of them with packs. Just a thought. Automatically Appended Next Post: Why not something like this
HQ:
Librarian
-Might of Heroes, Blood Boil
Troops:
10x Assault Squad
-PF

That is a totally different army build...
With the original list drop all PFs and add a melta in each squad. Also i would either use las/plas or AC twin linked las cannon is the worst imo. Drop one of the dreads. this leaves you with 195 points left.
Also RAS gets a 35 point discount on all dedicated transports so that opens up another 105 points so that you have 300 points to use. I would get 2 baal preds and a HF/MM speeder. or if you want a little more protection when your razors blow up a priest with a PW and melta bombs

You forgot to discount your vehicles - giving you a total of 240 points left.

From here i would add a couple MM/HF Speeders - They can turbo boost turn one - and then they'll support your dreads. Add more boots to your assault squad in a pod but leave a space for your libby in there - they need to be able to cause some problems.
Automatically Appended Next Post: Also - make your razorbacks Las/Plas - its so much better.

I would use shield of sanguinius or either unleash rage, sanguine sword, fear of darkness, or blood lance.

With the Pod squad - i suggest Sheild & Fear - or Sheild & Rage.
Sheild will help with plasma. Fear will send things like Lootas, or unwatched longfangs running.
Or rage which will make you a bamf in assault.

The idea of using the MM/HF speeders seems good for support, though i've never used them before and i'm wondering how long they last, especially when using the HF. It seems that they'd be assaulted the next turn and with AV10 would have a tough time standing up to PWs.
Also, is it possible for assault squads to keep their jump packs AND take the dedicated transport (ie, drop pod) without the discount, or are they required to surrender the jump packs in order have a dedicated transport?

Speeders are going to die fast no matter what once they get into the fray. Turbo boost them getting a 3+ save turn 1, then turn 2 move in a pop armor. If they got rid of a tank or a dread or some other heavy threat then they did their job and they can die. I doubt anyone would waste an assault on them, they would prob shoot it down before it got to the line, but thats also yet another target that nobody would let run around their back field popping their armor...just another distraction taking fire away from your heavy hitters.

BA Codex pg. 89 -Dedicated Transports "The squad can remove its jump packs to count as infantry. It can then have any Dedicated Transport at a 35-point discount (see page 90)"
No they can't have both the packs and the DT. I wish they could too, would play into a list idea I had for a while.

Right. I had read the blurb in p 89 but wasn't totally clear on the interpretation. i was hoping it would be both, but thanks for clearing it up.

I would suggest something like this:
1 Librarian (HQ) @ 100 Pts
Shield of Sanguinius; [insert power here]
3 x 4 Assault Squad (Troops) @ 180 Pts
Meltagun
1 Space Marine Sergeant
Infernus Pistol
1 Razorback @ [55] Pts
Lascannon and TL Plasma Gun
2 x 1 Furioso Dreadnought (Elites) @ 170 Pts
Heavy Flamer; Blood Talon; Blood Talon w/Meltagun
1 Drop Pod
4 Assault Squad (Troops) @ 140 Pts
Meltagun
1 Space Marine Sergeant
Power Fist
1 Drop Pod
4 Devastator Squad (Heavy Support) @ 130 Pts
Missile Launcher x4
1 Space Marine Sergeant
OR dreadnought
2 x twin linked autocannon @120 pts with ten points to spend elsewhere.
Total Army Cost: 1250
thats a libby with shield to give your razorbacks cover saves, with the second power being whatever you wish, 3 scoring units in razorbacks, 2 dreads dropping turn 1, with another scoring unit dropping after that, probably on your home objective so that you don't need to hang back with a razorback if you don't want to, and a small devestator squad or a rifledread to give you some more suppression fire from backfield.
grrr Automatically Appended Next Post: Looking over that post, i would move the powerfist on the drop pod assault squad to the razorback squad with the libby.
grrr
