Well his Palace took up the entire Himalayan mountain range, with his throne room taking the top off of Mount Everest. You also have to factor in his Genelabs, his orrery, the halls of the Adeptus Terra, his private weapon forges, his food stores, the cradle of which he made his flagship, etc.. And this was before Dorn made it a fortress and added on to the palace.

It's likely the Palace already served as a fortress, with Dorn likely adding all sorts of additional fortifications to what was no doubt an already impressive structure.

On a side note, I wonder if the Emperor had a summer palace.

I believe the former palace was a more open and airy place, Dorn expresses his concern and regret over having to fortify it in some of the HH books, Obviously it would have been secure but before the Heresy I dont think anyone believed an enemy would reach terra in big enough pieces to even consider invasion.
