In terms of no. of models.
For me it would have to be a mass attack spearhead with 6 maxed out Imperial Guard Infantry Platoons. I don't remember the exact amount of models but worked out that with terrain you would have a hard time getting it to fit in your deployment area on a convential 6x4.

It all depends on the wording of the Spearhead rule, whether or not one "unit" is an FoC choice or a squad choice. If it's an FoC choice, then it would be the largest unit for Spearhead expansions.

Without Expansions, Imperial Guard Infantry platoons. with a max limit of 50 models on Conscripts alone, regardless of definition of a "unit", they are the largest in terms of sheer models.

For Apoc, since there are different datasheets, any datasheet that lists it's models as (insert number)+ will be the largest possible, as those units are literally infinite so long as you can pay the points.

Actually, 5 combined IG Infantry squads with a Commissar each into one blob of 55 models would be bigger than the 50 Conscripts. Model count wise and without added IC's, I think the Combined Infantry Squads of the IG win.

Edit: Reading fail on my part. WITHOUT expansions combined IG squads win. With expansions, yeah any of the Apocalypse formations that just allow you to keep adding more win.

You're right, I forgot IG Infantry Squads can take attached Commissars.

If you're including expansions, the Ork's "Da Green Tide" unit from Apocalypse: Reloaded has no cap to the unit size, is made of dirt cheap models (unit cost is a low buy-in plus models), and has a minimum size of 100 models. Knowing that games function on point limits, I want to say that this would be the largest unit possible in each game, based solely on the low cost of each boy, but I don't know the cost of IG models so I can't be sure.

IG Conscripts are 4 points a piece, making them the cheapest models in 40k.

As far as I know only Fantasy units and Apoc units have no caps. all of the 40K choices do have caps on individual units (Lesser Daemons can in theory have an infinite amount and still stay legal, but they must be split into units of 10).

With expansions, the apoc formation "Da green tide" There is no limit to the amount of boys you can have in it.
