I've seen alot of Tau lists recently in which the player is paying for a Targetting Array for their Hammerhead, which, I am 100% sure is wrong. I just want to make sure I am on the right page here.

Codex says (pg. 41) " It is always equipped with a targetting array (already added to BS) at no extra cost."

It also says (pg. 41) "HH may be equipped with any vehicle upgrades permitted by the Tau Armoury.

Pg 30, Tau Armoury, states "only one of each upgrade may be taken per vehicle."

So, it is already equipped with one, and therefore cannot have another?

Is this correct?

It's a common mistake for newer players to pay for the targeting array addon when it already comes with one. Now it the player was pulling off BS 5 we have problems.

You can't have two of the same.

If they are screwing that up, perhaps you ought to double check their Crisis Suits too, making sure that they aren't taking Target Arrays, 2 guns *and* MultiTrackers for more than one suit per unit. It is legal for one that has a Team Leader upgrade. Not the other suits in the same unit though.

I made that mistake myself for several months in my Tau nooB days.
