You mean basing a model?

What I do is I just glue some sand onto the base before painting. Then it gets painted after the model with some slight weathering (such as dust and that if it is meant to be a dry world) going carefully over the legs. Then if it is metal generally it would get a protective layer of varnish before adding any static grass.

For cheap and quick just use normal sand. Generally you'll get small rocks and such in it which should be left in to give it a more interesting texture. I just grind up sandstone I have around the place and it leaves it uneven enough.

I would imagine the base.

To cheaply cover your bases, use PVA to get a nice sticky layer, then pour on a mix of dust and grit (the kind of stuff you can get if you use a dust pan and brush to sweep over tarmac).

Alternately you can get all sorts of basing materials from somewhere like Gale Force 9 (for about £2.70 per tub of material which should last you a long while).
