My FLGS is having a sale in a few weeks and I want to build a small army of 1000 points. I'm going to break down and finally buy the IoB, and a few other skaven models (the heraldry book made that decision for me).
I was wondering if an "elite" army based around stormvermin is possible? If so what other units are good additions to this force?

Stormvermin are good, but they're not that good. Unlike elite units of other races, they don't have any special rules that make them particularly outstanding. They are basically skaven in heavy armour (bear in mind that this equates to the same armour save as a Clanrat with light armour and shield) who are slightly better at hitting things and hit with slightly more punch.
That said Stormvermin are cheap, cheap, cheap. Only 7 points for one without shields (most wouldn't bother with shields because Stomvermin are pretty quick and will hopefully be in combat by turns 2-3 after which the shields are useless). So you can get loads of them for very little cost in terms of points. In this respect you would still outnumber most armies (Dwarfs, Elves, Chaos, Saurus Lizardmen, Vampires etc) and still have points left over for some nasty weapon teams.
Don't leave home without a BSB even in a 1000 point game. In fact a useful trick for 1000 point games these days is to take a Warlord instead of a Chieftain. This means that your general is not taking up part of the 25% allowance for Heroes, which you'll need for your banner bearer and wizard.

Sorta the wrong army to pick if you want to be elite... The most elite skaven is barely better than the cannon fodder of other armies

I guess elite is the wrong word, especially for skaven.
I was thinking something along the lines of:
Warlord (using queek's model as the base)
Warlock Engineer
BSB (using the IoB character)
2 units of Stormvermin
other than that i'm not sure what else to take. I'll be picking up the army book at the sale so i dont have that handy.

Storm Vermin are rad. People compare them to 12-18 point elite infantry and say they blow.
Put them up against any other 7 point model, and they clean house.
Like any 7 point model, you need BIG units.
A 35 point ogre gives you 3 S4 armor piercing attacks.
Storm vermin can do the same, with ranks and the piercing banner. Plus more rank bonus, higher weapon skill, and a massive initiative.
If you want to go with shooting support, I like mortars (they carve through armor). If you want to go storm banner, the flayer is decent, and still functions despite wind.
At a 1000 points, you could squeeze in a grey seerer...

Am I mistaken, but I thought no lord level characters were allowed until 2000 points?

You;re not thinking 8th edition. Have a look at the FAQ for EVERY book and notice that the old method of selection is gone.

Most 8th edition armies are chock full of models. You can make an army with fewer models, however, as a general rule it will not be as effective.
If you are looking to make an inexpensive army, skaven are not a bad choice as they are a starter set army which are great values. I would start off with four starter sets worth of skaven, preferably by trading the high elves for skaven. Thus for 200 bucks you get 160 skaven, 8 rat ogres, and misc heroes and weapon teams.
If you want elite models look at things like the hellpit abomination and the plaguefurnace. Unfortunately these are not inexpensive.
