Pretty much it.
I've recently downloaded battle chronicler. I really am enjoying it, and I think it'd be to use not just as a battle report system, but you could also use it to play a digital game with someone. [they work pretty much exactly like real games, plus you can measure ranges exactly. ]

Indeed they probably have "interns" nearby to scribe the events on paper. Edit: I decided to check the program out and it seems to be what I've been looking for so I might finally get around to doing a bunch of reports.

I'm downloading Battle Chronicler right now. It looks quite impressive. Are there any 40k specific plug-ins?

I will need to play a game with it, but the concept seems excellent. One of the biggest challenges that I have with Vassal is movement - either everything is totally blocky and unrealistic (using control + arrows to move/rotate) or I have to essentially guess how far 6" is, since the measuring tool disappears as soon as you select a model. I'm still kind of figuring things out (how do you mark individual models within a unit to, say, mark which one has the meltagun, or which one is the Sarge?) but I've got some lists put together in the program and ready to go when I have time.
@shealyr - Sort of. It has the option at start up to tell it which game you play most on it, so it knows how to assign default measurements and base sizes/shapes (I know it has both 40k and WHFB on it, I saw others but don't remember what they were). Other than that, it is for the most part totally generic. Units and models are circles and squares marked by unit abbreviations. On that note, be wary that you may have some issues with awkwardly shaped models and their base size. Plus, it doesn't seem to support decimals, so you kind of have to round the measurements off.

Both of these issues you have are easily accomplish-able in vassal. It's not the program, you just need more experience.

It works a treat. it can be a bit difficult at times, but it's usally good.
