nice work, just remember to put in the details on the bolter etc. the chest eagle could do with some alternate paint. as a whole, great work there!

with the gold it is a good idea to do quite a few THIN layers, so just water it down a tiny bit and leave each stage to dry (don't water it too much or you'll get puddles). This is where hairdryers come in handy. highlighting the gold then with chainmail or mithril silver can also help. but anyway great effort. I hope to see an army of katana wielding kamikazi marines very soon!

Hmmm...I like the idea, but you do need to try some more things to make him look better. Try another layer of highlights on the red, using either straight Blazing Orange or a 50/50 mix of Blazing Orange and Blood Red. Also, you should try to do a different base~paint the base you have now brown, and then drybrush it a couple of times with a lighter brown, then apply Static Grass to the base, and he will look much better.

They might be, I have never read their fluff, but I know they descend from some type of Asian influence.

I think this might be your best piece to date. I like the concept of the army as well. I think the shoulder pads you selected earlier are great. I think that more elements like these will make you stand out even more. Yari style spears and katana looking powerswords for one.

What are they going to 'counts as'? Space Wolves, Blood Angels, Vanilla Marines?

Great! Samurai marines sound very right to me. I suddenly see them battle a large crazed deamon with rolling eyes and a great mustach!
Perhaps you should have some impressive bannerpoles on their backs (like the old school GW heroes had). and sun feathers count as storm shields.

Edit: based on an inquisitor style army, you could ad your shinobi, ninja assasins and battlemonks as retinu I like this project.

I remember reading in an old WD they had a Samurai themed space marine army.

What they did was just a dark purple and bone coloured armour,and Japanese icons on the banners.
I think they were called "The Emperors Shadows".
