The question is simple.
High elves got "always strike first" rule.
Swordmasters of Hoeth (plus fe white lions) got great weapons meaning they also get "always strike last"
It says on the rulebook that a model having Asf and Asl meaning they hit on their initiative without asf rule applying.
So a swordmaster of hoeth hits on str 6 on his normal initiative? or does he still grabs the Asf rule and reroll to hit if their initiative is better than the opponents?

No, High Elves will "Always Strike First", regardless of the weapons that they carry. It's stated specifically under the "Speed of Asuryan" entry in the codex.

Fluff wise, it's supposed to represent the years spent of rigorous training the Elves went through to master their respective weapons.

So swing away!

When looking through the Army Book, did anyone else misread 'Lothern Sea Master' as 'Lothern Sea Monster' ? I got so excited then so disappointed.

the Sea Guard list also let you shoot every unit you had before the game started, which was cheese...

If you have rules questions put them in the YMDC section, its the best place for them!
