The current thread about unpainted models has me thinking about one of my friends.
He started life as a chaos marine player, and has well over 4000 points. He also owns most of the current codexes. Quite often he will ask me "can I use eldar?", meaning can he proxy his army as eldar.
This is quite a regular occurrence, and while we play for love of the game, it frustrates me sometimes. I have to concentrate doubly hard not only on my plan, but on remembering what's what. On one occasion I assaulted a chaos sorcerer, only to remember it was a wraithlord...
Obviously this is an extreme case, but what's your policy on proxying dakka? I'm just curious to know...

Nope no proxying on my table if you wanna use something then buy the model IMO But I dont mind people saying oh these flamers are meltaguns if ALL the flamers in the army are melta guns.
But yeah no way is someone going to place down his marines and claim they are elder.

Well sure if everyone is using poker chips as terminators, cardboard boxes for tanks, pennies as infantry and so on. It could be a fun game. Why have painted figs and terrain though if you just ruin the whole look of it by throwing in random household junk too? May as well use all household junk then, which would probably look better than some-are some-aren't, at least the game would be uniform.

I generally only play with friends so I don't mind proxying as long as the base size of whatever they are proxying is the same size.
It's always for the purposes of deciding if someone likes that army/model though so either it doesn't get proxyd again or they buy the model/start the army.

If the opponent is testing a new loadout, unit, or tactic, I usually have no problem... the first time. But when it is every game, this unit of models is now that unit, no, I draw that line.

At home, anything goes.
Last week we glued Handy Manny to a Terminator base and he played the role of a Greater Daemon. Two Destroyer boxes served as Chaos Rhinos.
I have a friend who bought a boatload of Firewarriors because he thought Kroot sucked. So now all his headless, armless Firewarriors are Kroot. It's been four months and he's left the heads/arms off so he can paint them. One Kroot, three Crisis Suits, and half his Devilfish has a coat of white out of almost 1400 points of Tau.
My own Necrons don't have arms or guys while I'm painting them.
At a store, probably not. Which is why I don't take my Necrons to the store. Who would play armless units (that isn't a close friend)?

I have a few rules:
1) Needs to be consistant: as in, all CSM count as dire avengers.
2) Needs to be stated before the game.
3) Model needs to be a reasonable facsimile of what it is proxying.

Within reason, anything is acceptable, so long as the models are both about the same size, or as is often the case for me, intermixed with the correct models in a large unit. (i have proxied ratlings as orks)
the key thing though, is that it has to be consistant. If i wanted to proxy my army as Marines, than i could not say that "These ten slugga boyz are regular marines, and these ten are assault termies"

But not for random junk and pits of paper. That ruins the illusion and kind of spoils the fun a bit.
I am currently working on a project where I can make 1 army proxy as 4 or more. I have a unified theme though, so it is not just random stuff equals random stuff:
 Genestealer Cults
With that one theme I can safely field five armies right now: Tyranid, Witch Hunter, Daemon Hunter, Space Marine, and I have the old school Genestealer cult codex.
It is difficult, and it is proving to be a challenge, but it is well worth it I think. When I have more info I will post in the army list section with pictures.
But I want to go on record and claim this idea: modified Rhino = Tervigon... A Mobile Digestion Pool/Transport
 MUHAHAHAHAHA!!
If it has already been done, kudos to them. If not, feel free to use the idea as well, but make sure you give kudos where it is due.

It's a case by case basis, so it's not possible to really lay down a one-size-fits-all ruling.
Last week one my friends used Typhus as a greater summoned demon, as he doesn't own a GSD. That was no problem. I play for fun, and as long as it doesn't make the game less fun, I don't care. However, here are a set of guidelines as to what I would not consider acceptable, as they would cause issues that would actually make the game less fun:
An entire army of uniform models which all represent different units: 40 more-or-less identical orks, some of which are kroot, some of which are fire warriors, etc.
things which don't even approximate the model they are representing: a Terminator as a baneblade
things which don't belong on the table at all: poker chips as orks, soda cans as carnifexes
Edit: That being said, I would absolutely allow the latter category in a test game: For example, if I had a friend who wanted to try a list centered around drop pods, and wanted to use red drink cups to represent like 4 drop pods, I'd be OK with it... for testing, once or twice, so long as the object was reasonably close to the size of the unit being proxied.

I frequently proxy 6mm Russian Napoleonic as different Space Marine chapters. I use 1/72 scale biplane models for the vehicles.
