Hi there.
It seems as though the BF is not worth getting, if you want a worthy army.
See my topic, in which I just found that out:
http://www.dakkadakka.com/dakkaforum/posts/list/342462.page
But, if you're not going Aspect-heavy like me, it will probably be worth a look. I should have padded it out with bigger Guardian squads, and built up the Walker squad instead.
One tip, price-wise, if you are looking to get warlocks.
Get costs on the Seer Council box. At UK prices, a Farseer and 2 Warlocks comes to around GBP 22, and the Council box is 1 more of each, for GBP 2 less.

I got two battle forces and I think it was a great investment. Even just the tank and walker are worth if but then you get two troops too! The guardians are great provided they're used right and 2 battleforces gave me enough DAs to put them in a Wave Serpent to wreak havoc on doods. If I want storm guardians I just proxy with the defenders.
The only reason I wish I bought differently now is that I want to run a lot of jetbikes. Other than that and foot-slogging wraith guard armies, I think the battleforce is a fine place to begin.

It depends on what kind of army you want, if you want a mix of vehicles and foot, the battleforce is good. But if you want only vehicles or only foot, I wouldn't bother IMO, you'll end up only using half of it!
I myself use a mech list (tanks and jetbikes) and it's fun to play and wins quite alot. The best place to start would be the codex, with that you can read about all the different units and find some that you like. Plan out your 1000 point list and go from there, I can personally recommend Farseers, howling banshees and dire avengers, with wave serpents to transport them in!
Btw phoenix lords are good, but not at 1000 points. They're way too expensive, a farseer would be a much better choice at this level

Exactly this.
For effectiveness with tanks, wave serpents are the stuff. Take them with EMLs or scatter lasers in my view, shuriken cannon are too shortranged, and the mroe expensive options are overpriced. Dire avengers or storm guardians are good for troops choices with that type of army. Lots of people field at least 1-2 fire dragon units in wave serpents. Also, many, many eldar armies tend to field 3 heavy support choices - wraithlords for infantry armies, fire prisms for tank armies, war walkers for either.

Troops
Dire avengers 9 & exarch w 2x shuriken cats, bladestorm and wave serpent
Guardians 14 w scatter laser and warlock w embolden
F/A
Swooping hawks 5 & baharroth
H/S
3 war walkers w scatter lasers

Well, the list looks like a collection of models, but not like an army list.
Well, if you battle Orks, you need a combination of shooty elements (Fire Prism, Warwalkers, Serpents, bladestorming Dire Avengers, Storm Guardians with dual flamers) and cc elements (Seer Council, Scorpions).

I don't think Eldar do well when they try to do everything with a lot of different small units. Choose the aspects you want to shine and give them a full unit with exarch and weapon upgrades. Put them against units that have no chance rather than against other good units. This is exceptionally true for Eldar CC Aspects.
Fire Dragons are an exception to this (though there are others). Dragons are fine with 5 regular doods in the unit and no exarch, assuming they have a transport to get them in range.

Hawks are not bad vs. Orks. Banshees suck vs. Orks with their S3 weapons. Orks will overwhelm them and then they'll die.

I think some of the best advice for a beginner Eldar is to skip a few of the units that will just leave you starved for points.
Skip Guardians completely (both kinds) - they may seem like a staple for Eldar, but are a liability for points and difficult to "use properly". Dire Avengers can do their job a lot better, and a Wave Serpent is better than a weapons platform (which sort of has it's purpose defeated if you put it inside a 'serpent)
Skip Swooping Hawks - They cost nearly twice as much as they are worth, consider them a highly mobile Imperial Guard and you get the picture. I've got 2 units of the sods and I never consider using them in anything but a gaks-and-giggles list.
Seriously consider whether to include any melee aspects at all. Eldar's strength in their current state is mostly in mobile shooting, their melee troops tend to not do as good job as other armies' melee troops and as such are difficult to use.
If you do use melee units for Eldar, try to back them up with monstrous creatures. Also keep in mind that you will seldom be able to charge after disembarking from Wave Serpents!
Baharroth is an HQ choice, not a unit upgrade, and one of the least appreciated HQ choices. His main flaw is that he's half-CC oriented but can't get into a serious CC unit.
For a mech force consider some of the following units: Dire Avengers with Blade Storm, Fire Dragons, Warp Spiders, Fire Prisms, Nightspinner. These are some of the stronger units for a mech force, with Dire Avengers, Fire Dragons and Fire Prisms being staple (as much as possible inside Wave Serpents, of course.)
Wraith Lord or War Walker are better left for the slightly harder to use "Footdar" builds.
Just keep in mind that it's one of the hardest codexes to play with.

Fair enough, i also play nids and know what scares horde armys lol, thats why I went with the hawks w baharorh, he has hit and run, and can leave cc In my next movement phase and when he comes back on the table I get to place a strenght 5 larg blast template where ever I want, that just sounds fun lol, I think im leaning to foot rather then mech atm, also im not guna be plauing any tournies ant time soon.
