but my question is can I use a forge world land raider achilles in a normal game?

It has official rules so I see no reason why you can't.
Then again, I don't know much about what is and is not accepted to play with.

If your opponent says its cool. Its not a codex vehicle though so i wouldn't expect to just show up with one and assume everything will be all good.

Generally you will need permission from your opponent.

Also, if you are planning on using it in a tournament, you will need to check that they will be allowed as many do not allow FW rules.

Though you can always use it to "count as" a regular type of LR.

For normal games there's really no restriction on FW stuff, but some people get butthurt about FW stuff showing up without notice.

That said, the Achilles, along with the Caestus and Lucius Drop Pods, is one of the very few, rather new units that has shaken my faith in "allowing all FW all the time" as against many armies it will be, for all intents and purposes, unkillable. Sadly, it's really just not suited to non-Apoc play at all, it's just way too hard to kill.
