Basically the Arbites pack serious hardware. Local law enforcement usually has whatever they can afford - from lasguns to shotguns and autoguns, power mauls, swords... whatever really.

The Arbites are an extremely elite force that upholds Imperial Law, rather than local law. Some planets may only have a single Arbite, while others will have thousands.
As I mentioned, local law enforcement will have whatever equipment their government provides them with, depending on how much they are willing to spend, the nature of the civilization, etc.

It's all dependant on how advanced the local populous is. A feral world will probably have a tribal system and no police force whatsoever. Normal worlds would be like our own, with a few non-lethal weapons and maybe the odd autopistol or shotgun here or there. Hive worlds likely have PDF-level equipment and multiple vehicles at their disposal, while the police of Terra range from PDF all the way to the Custodes.

Arbites have nothing in common with today's police ( they enforce a planet's loyalty and usualy do not care about petty crimes, like rape, murder or jaywalking )
so they shouldn't count. Depending on the world in question normal enforcers/ policemen can be equipped and organized like their modern day equivalent or
they might be nothing but the sworn men of some feudal lord, caring less about justice but more about collecting taxes and enforcing feudal privileges, equipped perhaps with some kind of mail and a pointy stick
On other worlds, perhaps densely populated hiveworlds with an unruly populace, your enforcers might even emulate the Arbites, which means shotguns, carapace armour and plenty of other expensive toys ( perhaps of a lower quality than original Arbites equipment ).

There's a pretty hefty difference in tech levels on imperial worlds is there not?
I'd expect laspistols, maybe a flak jacket and spare shotgun, on fully developed worlds, and generally anything real world cops have used on less developed planets.

The Arbites are basically a galactic version of the Judges from the Judge Dredd universe.
Plus some tanks.
They use Rhinos and can requisition other forces when necessary, as far as I know. Not as much as someone high up in the IG or Navy, but they still can call for help and stuff.
Local police forces would use whatever would suit the type and technology level of the world they're stationed on.
Most would be slightly below the local PDF, or would just be the PDF themselves.
Oftentimes, as said above, anywhere from one to several thousand Arbites can be stationed on one world, either commanding other police forces or policing the world themselves.
For example, in Duty Calls, by Sandy Mitchell, there is one single Arbite commanding all of the local police on Periremunda, a world of around one billion people.
In another book (Lord of the Night, I think), there is a hive world depicted as having ONLY carapace-armored Arbites as law enforcement throughout the entire (upper) hive.
Also, the strategic and economic value of the world would probably impact the amount of Arbites present, too.
...But yes.
Weapons and equipment that fit the culture, technology, and type of world the police forces are stationed on. Also, as in the real world funding would most likely be an issue.
...So, anything from chainmail and a rock to carapace armor and hellguns.

I read somewhere in fluff that the custodes sometimes infiltrate and spy on noble houses that are acting suspiciously...
I never got how an 9 - 10 foot tall super human could infiltrate a human household...

Most of the time they get stubbers, autoguns, shotguns, and lasguns. Flak armor in various forms for armor, or for more elite local law enforcement, light carapace or even light power armor (depending on who funds them-- naturally the ones getting light power armor are the enforcers of the nobility's will) For defense of important places, and emplaced heavy stubber is the norm, as that's all that's needed against most enemies they will face, although an autocannon could also be used if they fear an armored car.
This assumes their technology level is roughly equal to that of the overall imperium of course.
