I see a few problems with your list:
1.) Your vet squad with Harker should be about mobility. Drop the autocannon.
2.) Why a power fist with your 5th Vet squad? If you're going to be assaulting with that squad, consider flamers instead of melta. Also: Shotguns. Also: Why are you assaulting with IG? If you want to assualt vehicles, drop the fist, pick up demolitions. You're just not going to be hurting vehicles reliably with a str 6. With Demolitions, you've got 9 krak grenades and a meltabomb to muck up a vehicle's day.
3.) You're mixing weapons on the Valkire. Drop the lascannon, add on bolters.
4.) If you're looking for serious anti-tank, upgrade to vanquishers instead of vanilla LMR. Otherwise, stick with Heavy bolters for anti infantry.
5.) Again with the power weapon in squad 2. If you're going to assualt, take assault weapons, not rapid fire, or heavy.
Everything else looks good.

If you drop harker, the autocannon, and the one random power weapon and power fist on those non-stubborn squads, you'll have enough points to buy two more chimeras.
Otherwise, those vets that have to walk in an otherwise all-mech list are going to be sad.

First off, great job on not being bogged down by upgrades, though there are a few that aren't adding much. The CC-oriented upgrades on the Vets are almost a total waste. It looks like your Harker squad is set up to infiltrate and pour fire into infantry. I used to do this, but it never qutie worked out the way I wanted. Mine was set up with 3x Snipers, before I realized that I hated snipers, so maybe that was a problem. Still, though, they never were as effective as I wanted.

I highly disagree with giving HBs to Valks. One of the benefits of the MRP setup of a Valk is that you can move 12" and still fire all the weapons, since the MRPs are defensive. If you add HBs, either you lose your mobility advantage, or you still move 12" and don't use your sponsons. The 10 points are more likely to be better spent elsewhere.
Vanquishers suffer from being 1-shot BS 3. So half the time, your big expensive cannon does absolutely nothing. With a Str 8 blast, you can hit infantry, and still not be shabby at breaching medium armor, what with picking the highest of 2d6. I think the "serious anti-tank" is coverd by three MeltaVet squads.
Although, you have plenty of troops for this points level, it might be worth thinking about converting a Melta Vet squad into a group of 5 Stormtroopers with Meltas (or two). They'd add some pinpoint melta action, if you were worried about being able to take out a tank in the opponent's backfield.

I really don't like this setup at all. With the way Veteran's in Chimera's generally work, you want your CCS to be right next to them. Yes you can't give them orders while they are in Chimera's but generally if you really want to kill something you will dump the Melta/Plasma Vets out and shoot up the enemy vehicle or infantry. This is when you really want your CCS to be pretty close to provide the very useful BiD or FomT orders. Personally I would dump the MoO and the LC in exchange for 4 Melta's or Plasma's and give this squad a Chimera.

As other noted the PW and the PF are kind of a big waste here. They will not be used much at all, the PW is with a squad of Vets that all have rapid fire weapons so you will never get to charge and shoot your target prior. The Fist really never does much. Attacking last is never a good thing and St6 is not high enough to do much. Not only that but with Vets only being 10men strong they will probably be broken in the first turn of combat unless you assault Tau/Pathfinders/(stick horrible CC unit here).
I would dump the PW, the PF and give all the Vet Squads that have Melta's shotguns.
Now with regards to Harker, personally I like it. I have used it to much effectiveness (more in being able to take fire) with that same setup. 3Str5 shots, 3Str6 shots and 2Str7 shots is nothing too laugh at, especially when they are in cover granting them a 3+, 3++(except against flamers) cover save.
I would honestly get rid of Vet Squad 5 in exchange for another CCS with 4 meltas to ride in your flyer.

Give the PG Vet Squad w/o the Chimera infiltrating doctrine -30
Give the PG Vet Squad w/o the Chimera an AC -10
Buy another CCS with 4xMG to ride in the Vendetta/Valkyrie -90
Total points: 220
This set up gives you mobility on your CCS's, ensures that Harker's squad is not alone in the world, 2 Vet Squads with PG/ AC and 1 HB can anchor a flank on their own allowing the rest of your force to remain mobile.
Thats what I would do.

Well, there's not much you can do if you can't manage to scratch-build, convert, borrow, or buy models.
The only think I can even think of is what I mentioned earlier, changing a couple Melta Vet Squads into deepstriking Stormtroopers squads of 5 guys with 2 meltas. That'll give you the chimera and two meltas to give to your CCS, so they can roll around with the rest of the guys. You'll have to cut a couple points here and there, but you've got plenty of upgrades that could be sacrificed.
Other than that, good job and good luck with what you have.

yeah, I'd really like to get another tank, believe it or not in our metagame around here those LRBT's with hull lascannon's are invaluble. Several times I've had it destroy a vehicle and force a unit to flee in the same turn. Not 100% sold on the way I have my CCS, and TBH the power fist and sword were there as points fillers. I do like having five vet squads in vehicles though.

Lascannon ain't too bad with BS4 but when everything else is mobile it's not a good setup. MoO is also rubbish. Give mass specials and a Chimera.
