Hi i have a simple question for all. There is a Unique character that i want to use for my army but he is apart of another army chapter. Can or am i allowed to modify him and put him in my army and still use his stats and special rules that character has? So if any one can help me with this it would be much appreciated.

As long as you use the same base and rules then yes.
E.g. Pedro Kantor is a Crimson fist but if you painted him as an Imperial Fist it would be allowed.

Yu can do it with any character or unit. It's called Counts As.

It's totally fine. You can even give him a new name; I play Alaitoc, but I got Prince Yriel of Iyanden... So I painted him blue and yellow and named him Prince Leiry of Alaitoc.

Isn't there a sidebar in the BRB that tells you to go for it.

Probably allow it as long as you make it clear who is who and what is what.

Now i play Spaces Wolves would there be a problem if i were to say take blood angels death company and rename them to something else and use then and there stats as Space Wolves.

You can't mix codeci. You can only use units and rules from 1 codex in your army e.g. you couldn't use Blood Angels rules in an army which also uses Space Wolf rules.

What you could do (if you really wanted to) was use the Space Wolves codex and model your army as Blood Angels. You would just have to make sure that it was clear to your opponent which unit was representing what.
