We have 'tournaments' at a local joint, where the winner gets some vouchers ect. Quite a few people took part and one person was known for purposely stalling, because then some people would concede and go home. When a played him I brought two friends, and insisted on making every movement, assault and stuff a written order. The order was then given to my chief of staff (one friend) who would then sign it, the next friend would then take the order and sign it. He would then move the minis, write that the order had been carried out and deliver it to my chief of staff, who then signed this second dispatch too, and then gave it to me. For every single unit, every single phase, every single turn. He never did it again

You should have got him to sign a confirmation that he had indeed seen that your orders were carried out. I agree with Noir Eternal; this would have been a wargaming classic moment which you would probably have been able to sell!

Sadly it was about a year ago, although I may do it again, just to see the look on some peoples faces, maybe at a proper tournament and act very serious about it. Maybe buy a commissar hat.

I never thought anybody could ever bring the slow-moving bureaucracy of the Imperium to the tabletop before now! That's a good story.

You should have had the Chief forget to sign a return dispatch and then held a court martial.

Next tourny I go to, at any gaming club, I will be accompanied by an entourage, theortectically it may include:
Chief of Staff
Several Orderlies
Staff officers
Army Surgeon (has to look at each casualty and do his best to save them)
Army chaplain (holds funerals)
Quartermaster general
ACtually, on second thoughts, i get the feeling I may get kicked out if I do that Still, I may do, at which it will be filmed for you all

you should just hold a mock game for this specific purpose and film it.
the Chaplain needs to hold a short funeral for every Officer model that is killed(RnF can be held at a mass service at the end)
