The only expansion game for 40K that I have played is Apoc.
In your opinion what would you rank as your favorite expansion (excluding Apoc) for 40K?

Battle Missions is real nice but I'm not sure I'd call it an expansion. It's nice since it's the one book you can get that doesn't require any extra stuff (IE - buildings for Planetstrike or CoD, tons of stuff for Apoc)

I actually have the Battle Missions book. It does throw some interesting wrinkles into the standard 40K game play. In fact, I'm thinking about doing a Battle Mission event at our local store.

Spearhead. Fixes the problems with vehicles shooting and moving while providing a sort of "mini-Apocalypse" experience by lifting the FOC partially. Plus, it's free!

I haven't really found the non-apoc expansions to be all that great. Battle Missions are just "whatever side the mission is designed for gets a humongous advantage!", Planetstrike is another flop where unless the terrain and army lists are pre-planned and thought out around a scenario the result turns out to be horrifically one sided or one side just starts with an advantage that is nigh impossible to overcome. Cities of Death can really for the most part be replicated by just using lots of Ruins terrain.

From my perspective they're pretty much all garbage.
Apocalypse is more about who can field the most Titans or Flank March the best. No matter what your tactics, at the end of the day whoever is still functional after ten hours of tedium is the "winner". I have never had fun playing Apocalypse.
Planetstrike has the wonderful, totally internally consistent mechanic of WALLS and FORTIFICATIONS combined with the army wide bonus of DEPLOYMENT THAT COMPLETELY IGNORES WALLS AND FORTIFICATIONS. I think that the addition of structures other than ruins and meaningful rules could have been a fantastic tag-on to stock 40k, but the insanity of army-wide deep strike invalidates it.
The Mission book is just... inane. Whichever army the mission is 'themed' for gets insane bonuses, and the other side gets a brutal uphill slog trying to overcome the handicap.
Cities of Death was actually quite fun. It's largely completely replicable in stock 40k by just adding more terrain, so I don't know how expansion-worthy its status is.
Haven't played Spearhead, so can't comment.

Cities of Death, but more for what it gave us (plastic buildings) than anything else. I'd rate Planetstrike equally and for the same reasons, but the Planetstrike rules are so woefully awful that I just can't compare it with Cities of Death.
