Heroclix is usually a bit bigger than 28mm. Here's an example:

Heroclix. They are still a touch taller than GW, but no where near as tall as the Halo-Clix miniature posted above.

Using traditional wargaming "to-the-eye" measurements, the trenchcoated fellow is 33mm , the guardsman is 30mm, and the medic is 31mm. The guardsman is on a quarter to make up for the layer of vinyl brick basing on the heroclix figs.

You can pick a bunch of older figs up for a very reasonable price, and as well as heroes, they have cops, gang members, henchmen, etc. They are very easy to rebase, convert and repaint. I've got about 60 rebased and dipped clix that I've put together for post apoc and near future urban gaming.

Also, I have a friend with a huge box of old clix. He'd be happy to hook you up with great deal on some figs if you want. PM me.

I picked up a load of them, and have been doing the same thing.

A site I was looking at, but don't know if you can still find them, was the one for the Villians and Vigilanties miniatures.

I've been looking around for a few more myself.

First place I looked was Superfigs. Miniatures for Superheros that look good and are a great price.

Second place I found some was at Stuff of legends-

hope that helps.

At Games Workshop, we believe that how you behave does matter. We believe this so strongly that we have written it down in the Games Workshop Book. There is a section in the book where we talk about the values we expect all staff to demonstrate in their working lives. These values are Lawyers, Guns and Money.
