If you're using GW's stuff it says it's Ok to paint after an hour, other brands may be different but I'd say you're probably fine.

Are you using GW "primer" by choice?
GW's old formula flat black used to be the best, but in recent years they changed the formula and it isn't the same.
You can get 2-3 cans of stuff that is equally as good for the price you are paying for that GW can.
Currently I am using Rustoleum "ultra coveage flat black" and it is superior to any results I have gotten with GW's current formula. I also use Krylon camoflague colors: the flat olive is workign great on my son's IG.
I have found that even the .99 cent flat black from DIY stores works just as good as the GW primer and also sticks to figs better and drys quicker...
Also the primers I am using are generally good to paint over in under an hour, but keep in mind that local temp and humidty play a role in how fast primer will dry, a well as if you put it on too heavy or not...

You can paint as soon as the primer dulls off, unless your doin mutiple coats of primer, then its wise to let it cure for longer

I allow my primer to dry for 30min to an hour. long as you aren't blasting your models like 6 inches away with primer you should be good for 30min to an hour.

That's way more than enough time to wait. Depending on which primer you use, an hour or so after you spray, the primer will be absolutely ready to go.

If your looking for some decent primer then check Halfords, they sell a 500ml can for roughly a pound cheaper ( GW cans being 400ml). If it is white primer you would rather go for then try Poundland (300ml for £1), sadly all they had was gloss black in my are buy you may find matt black. Iv used both the Halfords and Poundland sprays and they do the job.

Snowed in for a while so had time to paint. Using "Testor" to prime my models. Sprayed outside brought indoor immediately and put in the bathroom with a fan on. An hour later good to go.

I prime mine out in the sun so they are usually good to go in 15 minutes.
But then I live in Southern California and our 2 days of winter has come and gone (it got down to like 50 degrees man!!!! We almost had to put pants on!)

I prime with Krylon flat black. It is dry within 15 minutes, though I usually give it 30 min. I have never had problems with krylon, though I have heard of some people putting it on a little too heavy and having trouble. Plus it is dirt cheap:$4 for a can vs $15 for GW paint. Wal-mart FTW.

$4 spray paint at Wal-mart? You're pissing away money, friend. You go to Wal-mart for the $1 cans.
To the OP: It's been answered already, but most primers in most conditions will be good to go within an hour.

You can't beat a brand called Touch N Tone, which you can find at Autozones in the US. Of all the primers I've used it's the most like GWs current chaos black primer. Very good coverage, very fine consistancy and it's only $3 a can. Dries quick too, I've painted on it in 20 min though it's still slightly tacky until an hour or so.
Only problem with it is they don't make a white primer, so I have to use krylon for white which I'm not as fond of, but Touch N Tone black and grey are awesome (make sure you get the primer, they sell spray paint under that brand too)
