Do you have to declare both targets before either section of Long Fangs shoots?

Yes. The models declare their target before resolving any shots. Split fire simply allows some models to target a different unit than the rest. There is no indication it changes any other part of the shooting rules.

Thanks, so if a SW player think two Long Fangs will take care of a MC with one wound left and they don't he cannot put the remaining 5 or 6 lang fangs on it.

Exactly - he cannot do that as the other 5/6 long fangs are already shooting. Simultaneous shooting from one unit.

Declare your targets, then roll to hit. This has always been the way it has worked, even in the old 3rd ed codex. It's a tactical decision you have to make before you know the outcome, and it can really pay off if it works, or really screw you up if it fails.
