There's the Ravenwing; the Dark Angels second company that is entirely mounted on bikes or Landspeeders.

they didn't but their rules are the only ones outside the Codex Space Marine rules that let you field an all bike army. So outside of the white scars you'll just have to invent one of your own.

As for bikes, the only chapters I know that use them extensively are the White Scars and the Dark Angels (Ravenwing Company).

As for "fast attack" chapters, Blood Angels are crazy fast but love jump packs and have fast tanks. The Raven Guard are known to perform lightning strikes at enemy weak positions via drop pod assaults, thunderhawk insertions, assault marines, and scouts for recon but generally lack heavy armor support. Unlike the Blood Angels who recklessly assault the enemy, the Raven Guard use recon and tactics to win.

You can, as always, came up with your CSM army and make them entirely to use fast moving recon tactics.

The Emperor doesn't have a GKs unshakable faith in the Emperor which is....basically himself?

Make em a white scars successor chapter, that way you can make a C:SM army but paint em in colours of your choice and make up their history of what theyve been up to in the last 10 millenia since they split from the white scars.

Due to the Istvaan Drop Sight Massacre the Raven Guard favor speedy tactics as well by heavily favoring assault squads. If, of course, I'm not mistaken.

+ 1

You can even choose one of the few white scars successors that we know.

"How many more worlds do we sacrifice? How many more millions or billions do we betray before we turn and fight?" - attributed to Captain Leoten Semper of Battlefleet Gothic - Gothic War, the evacuation of Belatis.

If commanding a Titan is a measure of true power, then commanding a warship is like having one foot on the Golden Throne - Navy saying.
