Orks and Chaos. Combine the Ramshackled vehicle construction philosphy of the Orks with the haphazard mutations of Chaos would make for one really fun to convert army. Orks are also not too shabby in the competitive department and can feasably field a Khorne or tzeentch themed force (either Choppa boyz or Dakka boyz respectively).

Necron parts + Khorne Bloodletters.... mainly because I've seen an awesome conversion, but cannot find it anymore aargh...
Kroot Mercs + Deamons.... there are not nearly enough Chaos Kroots
Orks + Khorne Deamons.... C'mon, you know you want a Warsong Clan with Mannoroths Blood

Maybe IG and Tau, you could field IG in Tau suits and use converted Devilfish and Hammerheads, but, otherwise I'd go with the Tau and Orks idea because those pictures posted by Bendo are amazing
