Tau models may shoot at enemy units locked in combat. However, any BS rolls of a 1 hit the tau unit they're locked in combat with.

It's *exactly* the kind of thing tau would do. It captures perfectly the whole ends justify the means mentality surrounding the greater good philosophy. Besides, they're tau in close combat, they won't survive anyway.

I honestly have to say what ever shots "miss" the enemy should hit friendlies, considering whatever they fire that doesnt hit an enemy model is still traveling towards friendly models. so and a 3+ to hit all 2's and 1's would hit friendlies.

The Tau would never advocate endangering their own troops to friendly fire, it would be a waste of personnel ( on the fluff side) they have always displayed a tendency to conserve the strength of their fighting forces, and shooting into close engagements is a good way of hurting both your own people and your morale.
But...if there was a rule allowing a unit with markerlights to first fire into a melee ( with perhaps 2-3 successful hits required)
that would then allow another unit ( non-blast or remplate ) to then fire without running the risk of friendly casualties ( kinda a cookie cutter system )
Barring that though its been a longstanding rule in 40k...
Thou Shalt not shoot into melee!

Shooting into close combat is a long standing rules suggestion.
But, I've yet to see a proposal that addresses the balance issues adequately. The game just goes wonky when you allow tarpitting units to effectively hold an enemy in place while you mow them down.
The suggestion of limiting it to a certain army also pops up from time to time. Unfortunately, there's a really solid argument to be made for just about any army getting the rule. Tau would be towards the bottom of my list of armies most likely to do this.

I can see chaos getting it. Khorne doesn't care who dies, so long as more people do, blood for the blood god and all that.
I can also see a argument for Necrons. They'll be back.
And Nids. We'll just consume the biomass from everything and make more.
And Guard. Expendable troops. If you can save them and win, great, otherwise, well, we're solving the overpopulation problem, one battle at a time.
Orks. Because they didn't like that git that was having all the fun fighting the 'umies anyhow.
Well, you get the idea. Generally speaking, it's better to say no, can't shoot into combat.
