Build your own? There are tons of tutorials out there and plenty of tips and help can be found on the various boards. Even if you have never don eit before you can still do a couple nice easy boards and then develop your skills and make progressively more intricate and detailed boards.
Sometimes it seems daunting but you just have to get to it.

Will this terrain be left on the tables for general use? If so, it will need to be almost indestructible or it will look like crap in a month.

I totally agree, Pegasus Gothic Buildings are the fast, cheap and good option.

The $30 gothic building set has enough to build this:
(Gargoyles, pipes and plasicard not included)
By keeping to 1 story you could easily do 10 sets of walls that offer cover or block line of sight. Turning them into ruins will be a bit hard (they are thick and solid) but there's a ruins set for $20. The buildings are properly gothic with arched windows, columns, small gargoyles and other touches and, if you're careful with your details, can work just as well for fantasy or 40k.
3-4 building and ruin sets should cover a board with a afternoon's work.

The pegasus stuff is great. For the money, it's brilliant.
I keep getting asked when I'm going to do buildings/ruins but between the cheap pegasus stuff and the heavily detailed (possibly over-detailed) GW stuff I don't see a point.

This is what has kept me from getting any GWS terrain myself, the 40k ruined buildings specifically. They look great but also look like an enormous project to paint to a good level. I went with CNC Workshop since all I needed to do there was assemble, spraypaint with textured paint, and then drybrush 3 shades of increasingly lighter grey.

What do you need to create?
Linear things like fences you can make.
Hills should go on some kind of basing to make them sturdier. Also, use pinkfoam
or the bluestuff if you can find it. Whitefoam will get dinged too easily.
Ruins can be made of foamcore.
Giant Rocks can be carved out of pink foam.

I've carted to and from several tournments over the last several years (5+). The hills have served as islands for naval games as well.
For $100 bucks you can litter the table. I am assuming you will need terrain for more then 40k.

Depending on how realistic you need your forests to be:
Some guys bought some indoor outdoor carpeting from home depot (I forget what
it's actually called, but it has a fuzzy material). They took heavy duty scissors
and cut forest templates.

I think there would be interest in alien terrain pieces, particularly Space Elf and Space Uat, and in detailing pieces for blinging up terrain made from card and foamboard.
