In American, Parcel Post is cheapest from USPS.

If you have cases, try and transport them in there within their casings (though put cases in boxes and try to minimize the cost; the fewer cases the better).

Lacking that, multiple layers on bubblewrap padding in between packing peanuts works best.

For models you don't really care about, you can wrap them in lots of "rolls" of bubble wrap; lining them up head to base and rolling them like a blunt or old fashion cigarette.

You could also compartmentalize a bigger box with smaller ones, dumping in peanuts and models in the smaller box, but doing so to differentiate what is what.

Lastly, anything that takes extra special care should get the best wraps; multiple layers of bubble wrap, tissue paper, extra wrapping between joints and parts that could snap off, plastic baggies for models with easy to fall off parts that could get lost in the peanuts.

And weight is less a problem than box size. Try to minimize box size as best as possible.

And Delivery Confirmation to make sure it gets there.

Lately I've been doing a lot of e-baying. I use the following technique and it works:

If you have a puck-and-pull case, you probably have a bunch of extra foam pieces. You can use these or just use regular dense packing foam. I cover the mini in packing foam, tape it closed, then put tape under the base and over the head making sure the tape doesn't hit the mini itself. I do this for each guy. For the box, I crunch up newspaper and line the bottom, then roll it up and line the sides. I place the minis in the middle, then another layer on top. This way, they don't really move around. As long as they aren't bouncing around and they aren't touching each other metal on metal or plastic on plastic they should be fine.

Tier 1 is the new Tactical.
