a librarian on a bike with a bike squad is in HtH combat with a Dreadnought.
can the librarian use gate of infinity, thereby leaving HtH combat?

I don't see anything specifically preventing the Librarian from using GoI while on a bike, so no problem there.
However, opinions are somewhat divided as to whether you can gate from combat. The power doesn't specifically allow it, and some argue that since you can't voluntarily move away from combat you would need a specific allowance to do so in the power's rules in order to use it so.
So the answer at this point is a definite 'maybe'... discuss it with your opponent.

I know the ork power allows you to move out of melee, but then again it says so. This doesn't specify either way.

Wierdboyz establish that models locked in combat have a shooting phase so i se no reason why they would not have a movement phase either.
The rulebook also establishes that models locked in combat have both movement and shooting phases, in that they are disallowed from performing the usual actions in those phases(moving, or Shooting; although some powers can be used in those phases)

a unit in Close Combat has a movement phase. they just can't move as they are locked in CC. a unit that doesn't have any shooting attacks still has a shooting phase. otherwise, models without guns couldn't run as they do it "instead of shooting"
the power is USED in the movement phase, but it has no stipulations that give restrictions about not using them other then when it is used.
if the power said "Instead of moving normally, the Librarian may use his power" then he wouldn't be able to move as the "Instead" suggests that he exchanges the ability to move for the opprotunuity to use his power.
