Well, before the HH, the Emperor created massive labs on Luna to conduct his "Project Primarch". I don't know if the facilities were destroyed when the infant primarchs were sucked into the warp. But I guess that Luna remained an important research center for the IoM. But maybe the AdMech closed down the research facilities and relocated them on Mars when they signed a pact with the Emperor?
Luna was also housing massive defense batteries and shipyards (second only to Mars' own shipyards IIRC). It was the central element of Terra's orbital defenses. During the HH, these defenses managed to wipe out a third of Horus' fleet before being destroyed by the renegades.
It is likely that these defenses were rebuilt after the HH, since the Moon provides a great position to defend against any attack towards Terra.

The IoM did rebuild the defences on the moon and reconstruct most of the Imperial shipyard, but it will never be as it once was.
