I am looking at adding 2-3 units of slaves to my army for cannon fodder. Problem is I can't see paying $3 per model from GW. Especially if I am looking at a minimum of 60. Where does everyone get their slaves. Is there another company that sells a cheap alternative to GW?

I've asked a mod to move this over to general discussion, this particular forum is for army lists.

As far as where to get Slaves, your best bet is likely the Island of Blood kits. You can generally swap your HE half for someone else's Skaven half, purchase Skaven halves, or just purchase a mound of just the Slaves/Clanrats from IoB.

I bought 5 sets (100) of Island of Blood hand weapon clan rats for $60. So $0.60 per. Anything really on a 20mm base works, goblins from skull pass, empire state troops, bretonnian men at arms. Just make them beat up and broken looking. I would avoid undead as they typically need a vampire or heirophant to keep them animated and also dwarfs, as no dwarf would ever allow themself to be taken as a slave.

Have you played the Warhammer: Invasion card game? One of the cards is "dwarf slaves" and it's a dark elf card-the dwarves are all chained up and marching forward. So dwarves would be ok as slaves, especially in an army led by Queek

Reality is a nice place to visit, but I'd hate to live there.

Yeah dwarfs can be slaves same as everyone else, awhile back a guy actually combined some zombie bits with normal empire to make immaciated human slaves.

This doesn't help the cost issue at all - but Empire Flagellants really look the part. As Skaven slaves, you could call them Empire Flagelants.

In the standard clanrat box, you have 10 models that look generally "Clan Rat"ish, they have armor bits and look decently geared. There are also 10 models that could easily be distinguished as slaves, they have no armor just scraps of fabric and one even has manacles on his feet!

For me, I have 100+ of the old style "monkey" skaven. You may be able to find them on ebay or certain older retailers. They're considerably smaller and definitely look different from the latest iteration of models. They get used as slaves in my army, though I've considered picking up boxes of other army models as captured slaves... right after I actually win a game

The clanrat box was designed so that you could use the less well equipped ones as slaves. As for bulking out units:

Empire militia + zombie sprues = more emaciated human slaves.

Ogres/Rat Ogres/Kroxigors/Minotaurs take up the room of 4 individual models, and 'counts as' 4 slaves
Spare packmasters from giant rat/rat ogre boxes? no problem, these make excellent slave drivers that 'count as' slaves!
