That's exactly it . . . they are better against orks, guard, tau/eldar, most things that aren't marines. The problem is that they are looking a bit overpriced/underpowered compared to newer codexes' assault troops. If I did take them (I own some but don't use them much) I would use them as infiltrators, assaulting out of a wave serpent is difficult and you at least need to be fleet.

But why take a squad dedicated to killing troops that suck in CC? That seems redundant...like, anything that SS would be good against already sucks in CC anyways, so why not just use something else?

I wouldn't take Banshees either. They are overpriced too.
If you take them, doom the unit they charge as this compensates for their lower strength.

Scorpions aren't just Banshees without power weapons. They also have 3+ saves and can infiltrate. That makes them more durable, they don't auto-die against heavy bolters or heavy flamers, and gives you deployment options.
They're still overpriced, though. I haven't really used my scorpions since the 5th edition vehicle damage rules made melta the king of antitank.

Scorpions can work really well if you're playing a traditional foot based Eldar army.
You use them to outflank and disrupt your opponent's backfield.
Plus, on foot, Banshees die very easily, so you're limited in CC units between Scorpions and Harlies.

they also have more attacks and higher strength.
Good against guard, tau, orks, eldar, DE(except incubi)
