Use some plasti card, strong board, even MDF, cut to shape. Bulk out if needed with terrain bits and rubble.
There are other sites making/selling round slot and non slot bases, you just need to google for them. bases are bloody useful so I would buy a few more than you think you need.

Just buy a pack from GW, a site like battlewagon bits, a local store, or eBay. It's like 5 bucks for 20 of them.

waghzdakka, what are the prices you're looking at? As ph34r has said, they're relatively cheap, even at most FLGS's (unless the price he quoted is expensive to you).

Ah! Now that's where you are wrong, its about £4 on eBay for 10 25mm bases, and £8 on GW site, go on a bitz site:
http://bitzbarn.com/oscommerce/catalog/product_info.php?cPath=28_83_293&products_id=1896
$.75 for 8, with 8x13 in stock!

Get a 1 1/8" Hole saw and some fiber board. For best results, use a drill press. A 2 1/2" hole saw and some fiberboard makes for perfect 60mm bases.
Or you could just buy the plastic ones, they're not that expensive.

Pretty close in price as well. I've bought tons of bits from the war store, they get them to you quick and they always have them in stock.
