Long story short, I run a vehicle-heavy Guard army and as soon as I've gotten what I have assembled and painted I want some Rough Riders on motorbikes. Does anybody know of a model that lends itself well to this?

I've seen a few versions using Marine scout bikes. The grenade launcher option can be used to represent the hunting lance.

Ramshackle have a great range of bikes and trikes. Alternatively, if you want something sleek and sci-fi, new Tron toys are a good match to 28mm.

Yeah, this is the simplest option - the bike and legs and arms can be used as is, either convert the torso or replace it with an IG one, the lance is the only difficult bit, depending on what's in your bits box and how good a converter you are.

I'm doing mine using Space Marine Scout Bikes.
Just use an IG torso and head. Trim down the shoulderpads for the arms and stick em on there, as well as the legs. I leave the handlebar-mounted guns off so I can put an aquila (LRBT and Sentinal kits) onto the front of the handlebars. The searchlight (Sentinel kit) also looks good on the front.
As far as lances go I just get the lances from the Empire WHFB range. Sure, its hard to drive a bike with one hand and they don't look like they'd explode, but they don't look bad, either.

What I use for one of mine (squadrons). A SM bike (even a scout bike) is like a Suburban next to a human scaled trailbike.
The legs are separate to the torsos.
A 3mm wide hole drilled into a plastic human scaled torso (so Cadian, WHFB humans, catachan COMMAND squad or HWT, not their regular steroid munchers) and Robert's your mother's brother.
