If so, he shouldn't have the "Skilled Rider" ability that all IC's get.
or are they just THAT skilled ?

He rides well because he thinks he can ride well. Orks kinda run on Rule of Cool and Clap Your Hands if you Believe. It's the same logic that makes red paint turn trukks into dragsters.

The Ork codex suggests that power klaws are not necessarily cybernetically attached to an Ork. There are probably variants where the appropiate Ork limb can be stuck into only if necessary. What I'm trying to say is, the Ork could have the klaw dangling from his belt while driving both-handed and then swiftly slide it on directly prior to combat.
Sounds a bit too dextrous to you? Well, you don't get to be the Boss if you can't pull a few tricks out of your horned helmet.

Same deal with the good 'ol command squad. One member is supposed to carry a melta gun, a lightning claw/power fist, a storm shield and a banner, all while driving a bike and firing it's bolters. What where you saying about the Klaw again?
