Yes. Since the model is now within a vehicle and that you measure the effect from the model, the vehicle is now the point of measure.

Not at work, but from memory Page 67 gives the rules for transports, right hand column on the left hand page. It's buried somewhere in there, that you measure to or from a unit embarked in a vehicle by measuring to the Hull
