Probably. The LoTR range is deliberately incompatible with the warhammer ranges.

Necromunda Orlocks make decent stand-ins, I use their flamer guys and a few lasgun guys in my army. Catachans painted in desert camo look good too and if your green stuff skills are really good I guess you could make robes for them

For heads, check out ramshackle games, they're not quite Tallarn, but they have turbaned heads with gas masks and sci-fi bits, and they're going to be better sized than the harad heads which would be far to small.

One of the bits companies makes resin heads wit turbans and gasmasks...
