Having previously posted about a friend who wants to get into the 40k universe and showing him all you lovely peoples responses I have been stumped again by his questons, most pressing of alll:

Can i make a playable, semi competative army for £100?
(approx $170 to my american buddies, and i don't know any other conversion rates )

A hard question for me to answer being a noob myself.

My imediate thought was battleforce , add an HQ and go from there, that being about half the budget if you shop in the right stores, but realised if i did that with my nurgle CSM army the battleforce would be pretty redundent.

Any ideas dakkerites?

If it's Marines you can make a decent army from getting Black Reach, splitting the cost with an Ork player (or just buying the Marine half) and get a Marine battleforce. Won't be the best army in the world, but will be solid.

For most armies, you can get 3 boxes of troops, an HQ guy, and one other thing for about that much money. Play at whatever points level that comes out to.

Well, play whichever army can make the least points out of that. 15 terminators, grimnar, and a land raider easily clock in over 1000 points, while 2 boxes of guardsmen, 2 boxes of infantry, an HQ and a russ will struggle to get above 600.

Don't make the lower points level player bloat up, make the higher points level cut down.

Other than that, any army can easily field a legal army for less than #100.

Picking IG...

for 228 USD, you get...

Company Command Sqaud
2x boxes of cadian shock troops
3x Chimeras
2x Leman Russes

That's a pretty competitive 1000 point list. However, that's beyond what you're willing to pay.

By taking out a chimera and Leman russ, you nock the price down to 155.20 USD. With 8 USD for shipping, that leaves you a couple dollars short of getting another box of Shock Troops, which can be harvested for the special weapons bits. However, with one less chimera and leman, you'll want to aim for a 750 point list.

Above all else, seek out ads on ebay and craigslist (if that site is even available outside of the US, or if there's a similar one)

Depends really.

What army is he after?

As stated, some will cost alot more for a playable army.
However, maelstrom games or ebay is the best bet for cheap models.

Forgot to say, I'm going by the prices off of http://www.dicebucket.com

Also, if you order your Company command squad and shock troops without the boxes (just sprues), you'd have enough to get another box of troops.

The space marine battle force is still a bargain. Just an hq or maybe something heavy.

Marines definately. The Battleforce and AoBR can yield 1000 easily. Personally though, go with CSM. You can convert all of the marines into Chaos Marines, and a Chaos Battleforce is one of the better deals, and gives you a substantial more than the SM Battleforce.

Hell, I'm not that bothered by the Stormraven. Why? Because, as it stands right now, it's "limited use".When it's shoehorned in to the Codex: Space Marines, then yeah. I'll be irked.
