Orks then, if you count CSM and Daemons as one force.
Still - it's a fair point, 40K Universe Tech level (even though in universe, a lot of it's stagnant / lost or backwards) is one of the more ridiculous ones going.
I think that really... Gurren Lagann, potentially some Gundam universes... Peter.F.Hamiltons Commonwealth and Neal Ashers Polity universes are the only ones that could actually meet the 40K forces in open battle and survive, and possibly win. (At least off the top of my head, there's possibly more)
Honourable mention to the Star Wars and Star Trek universes, as they're probably reasonably evenly matched in certain aspects.
