In the Genestealer's listing it says the Genestealer brood may take Scything Talons for 2 pts per model. For WYSIWYG is this represented by one set of Scything Talons and one set of Rending Claws on each model? Also does this confer Rending and 1 failed 'To Hit' roll to each model's 2 attacks(3 on the charge)?

It's represented on the model as them having a set of scything talons and a set of rending claws attached.

Genies with Tals reroll any to-hit rolls of 1 on any of their attacks. They will also trigger rending on their wound rolls like normal. Tals are great because with the Genies' WS they usually hit on 3s meaning Scything Talons typically lets you reroll half your misses. They also benefit from both rending and the scything talons special rule in combat. I hope that clears it up for you.
