Simply, can I give a chaplain/Captain/Librarian a dedicated transport?
I want to put my chaplain in a razorback, on it's own.

Page 67 states that only the unit that bought the ded transport may deploy in it at the start of the game. So unless you're a lord commisar, who CAN buy a chimera, your IC cannot be the one in the razorback to begin with.

However he can deploy behind the vehicle and embark on turn 1

Chaplain doesn't have the option to buy a transport, so no you can't buy HIM one.

You CAN (as noted) buy some other unit a transport, and not deploy them in it, and deploy the chaplain next to it and embark him on turn one.

Of course, he can't charge from it unless it doesn't move (which makes his main skill rather redundant.)

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

also, you could purchase a troop unit - then buy that unit a dedictaed transport, and attach the IC to those troops. or, but something like a LR ina hev support slot, and deploy him in it that way (i think)

Correct. At the beginning of the game you may put him in any non-dedicated transport or in any dedicated transport that is already occupied by the unit it was bought for. You may not put him into an otherwise empty dedicated transport.
