Infantry, War Machine, Monstrous Infantry, Cavalry, Beasts, Monster, War Beast, Mounstrous Beast, Monstrous Calvary, Chariot, Swarm. All non-uniques, non-heroes, non-lords.
I'll also point out that not every unit has solely the job of killing. If something does no wounds but causes mass panic, that's pretty handy. It's late so I'll throw down a few:
INFANTRY (Core): Saurus Warriors, Chaos Warriors, Orc Boy
MONSTROUS INFANTRY (Any): Ogre Bulls, Irungut, Trolls (Orc), Minotaur, Rat Ogre
WAR MACHINE: Mortar, Trebuchet, Cannon (Dwarf, with upgrades), Grudge Thrower, Scraplauncher
MONSTER: Hydra, Arachnarok spider, Slave Giant, Varghulf
War Beast: Salamander

Cost-effective?
Core infantry should be marauders or crossbow DE; monstruous inf for the new cheapo orc trolls, warmachine trebuchet (enjoy while it lasts) or mortar. The hellcannon is nice because it can hold its own against anything as well. For monster nothing can beat the hydra points-wise.

I've hear the Arachnarok isn't actually that scary... and as for the Slave Giant, without Stubborn it's not that great...

For the Points, I find warp lightning cannons amazing, along with doom divers.
Hydra/Abomb/Vargulf are all great (huh, look at that, they all regenerate).
Core Infantry: Dwarf warriors, maruaders, slaves.
Cav: Empire core knights with great weapons; seriously, 23 points is really a nice price tag. Cheap enough you can run units of 15, take a few losses and still be stripping ranks; or hold steadfast for quite awhile against monsters.
Wizards: Slaan, dark elf; both for the ability to generate a ton of extra power dice.
Lone Tank: Dark Elf lord. This guy is simply the best stubborn 10 roadblock around. He's like an unkillable giant that chooses "swing with club" every round.

Have to say that list isnt that great...
All 4 greater daemons could be on there, I know they are 600 plus points, but they are scary scary things....
HPA needs to be on there.
Arack spider and slave giants are not scary at all
Rat ogres are only a T4 with no save... On second thought, I have yet to run into monstrous infantry I have been worried about when i see it hit the table.
Also infantry (if they can be called that) Flamers of tzeentch..... Those things are disgusting.
War machines I can agree with, add warpfire throwers to that list.
Also skaven slave are probly the best infantry in the game for their cost.

Well, I didn't make a complete list...Yeah, HPA.
Greater Daemons are suck for cost-effectiveness. Their Herald counterparts are easily better force multipliers for cost.
New Trolls are cool. But they are Stupid. With 4 LD. It's tough for me to say that's cost-effective if they just stand around. With solid leadership they do well, but then that's a big caveat.
Slave Giants are 175 pts. I think they get a bad rap, but I consider them really good at monstering for cost.
Rat Ogres aren't tooo pricey, got Str5 high init attacks with Frenzy. They're cheaper than Ironguts and its a tough fight between them--depending on charges and Packmaster or not.
I couldn't really see any chariots that seemed very cost-effective to me. And I got bored looking at cavalry

I have yet to fight against some of these since I am fairly new. But I for sure agree about the HPA, Chaos Warriors, and from my own experience I think the Trebuchet is amazing. I would be interested to see what people think are some of the best special/ rare infantry though.

I can't forgot ghouls.
Point for point, ghouls will tear apart most things, and with a tendency to come back, they should make the list.
If you think 18 bulls ogres are scary, try facing 80 ghouls (same cost).
Special infantry?
High elf anything, miners and great swords, shades (in smaller units than before), grave guard, temple guard.
Rare infantry? Flamers, flamers, and more flamers.

Spear Chucka is a good catch. It's indeed super cheap. You get a multi-wound, high toughness, long range item for the cost of 5 arrer boys.
For bolt throwers it's probably up there. I think most people avoid them because they are BS based.

This. The template at the end of the line means that the WLC is far more effective against infantry blocks than a regular cannon, which only hits in a single line. No armor saves, d6 wounds, magic for those etheral critters, 48" range and all for only a bargain basement 90 points. The only "downside" is the variable strength, but even then S6 on average means you wound most enemies on 2s.

Infantry: Lothren Seaguard. shoot and fight, and do both well.
Monsterous Infantry: Ogre bulls. even though they are slightly overpriced they are still more cost effective then other MI units
Warmachine: Trebuchet. dirt cheap for what it does. runner up is the Scraplauncher(technically it's a chariot) because it throws a Str3 Pie plate with KB.
Monster: Hydra. underpriced by at least 60 points.
Warbeast: Salamander. deadly shooting weapon for the cost. and it can march around and still flame things.

I'd like everyone to cross bulls off the list.
Really, if they were that good, you'd see warriors of chaos flooded with ogres; who cost the same but get heavy armor for free. Yeah, they don't armor pierce, but they do get marks.

For cost-effective core infantry id say: Marauders, skavenslaves, dwarf warriors, dark elf warrriors, dark elf repeater crossbowmen, Chaos Warriors (though expensive, WAY good!)
War machines: Warp-Lightning cannon, Empire Mortar, Trebuchet, Grudge Thrower...
Monsters: Hydra and HPA
Monstrous Infantry: Hmm Treekin, Trolls

Shadow magic hexing the enemy is every bit as good as buffing. Bull charge is a joke; in the rare event that your opponent doesn't charge you, or simply close range, you get a few impact hits, that don't do enough to strip steadfast on the charge.
Chaos ogres with great weapons are also cheaper than the Ogre Kingdom version.
Again, the only reason why big blocks of bulls look good, is because ogre kingdoms don't get another option than taking ogres.
Point for point, big blocks of chaos warriors beat the snot out of ogres (of all flavors), which kind of suggests that they shouldn't be in the running for "most cost effective".
IMO, the new cheap trolls is where it is at.
Likewise, rat ogres for 40 points, if taking in great enough number, will outperform bulls. Init 4 is massive on monstrous infantry.
But again, you don't typically see huge units of rat ogres, because the furnace is a better option against many opponents; and the monetary cost of such a unit would be very high.
Such a unit would kill ~6+ ogres, before the ogres get to swing, and if hit by a pit of shades or purple sun, rat ogres would lose only half as many.

Stupidity and I1 brings Trolls down a bit, but honestly, with the ability to auto-hit with no armor save allowed, then have S5 for stomp attacks, and regenerate on top of it all is still a good buy for 35 points.

Couple things. Ogres are faster than the vast majority of units in the game. So it's not "rare" they won't be charged. It will be more than likely.
2nd, it depends. The certainly don't beat the snot out of them. Just ran some numbers. The Supporting Rank of Ogres getting 3 attacks is really handy +Stomp. A 12 frontage of CW +1 supporting rank vs. 6 front and 6 supporting of Bulls does 12 wounds to 5 favoring CW, so that's a slam dunk. If you swap to Ironguts it's 10 to 11 favoring Guts. Of course they are essentially fielding twice as many points per round of combat, but part of that is a limitation on the program. I think swapping around weapons and stuff can really change the results both ways.
