I have some tac SMs that I want to remove the shoulder pads from but cant remember whether I used plastic glue or super glue. I'm just wondering some techniques to remove them without breaking anything, whether that be plastic glue or super glue. Thanks.

If you used poly cement then I'm pretty sure you'll have to cut something. If its superglue then a night in the freezer should help loosen things up.

Please excuse any spelling errors. I use a tablet frequently and software keyboards are a pain!

Yep.
Plastic glue welds the parts into one new whole. No separating the parts without cutting or damaging something.
Superglue: Freezing makes the bond (more) brittle, and things like simple green/super clean will also help remove it without harming the plastic.

What do you recommend using to cut the shoulder pads off with?

Depends on how much glue was used.
If it's only held on by a spot, then any pointy and flat tool poked into the gap can break it.
If it's been liberally slathered (ie the usual 12 year old's method) then you are well and truly boned.
Carve off as much as you can and sand the rest down, then fit new pauldrons over the arm.
