AFAIK most people don't bother with the exarch upgrade at all, they just run 5 bare-bones FDs in a serpent, points it at something and enjoys the show. Since the FDs are likely to die to retaliation attacks after they're done, the exarch upgrade could be a waste of points.

For thirteen years I had a dog with fur the darkest black. For thirteen years he was my friend, oh how I want him back.

I love my Exarch with the Dragon's Breath Flamer and love it, but I tend to use them a little differently than a lot of people. If you're going for the 5-6 man suicide squad, +1 BS is not worth 12 points. I use a full 10 man squad in a Serpent and don't suicide them unless it's a really juicy target. In that case the 10% decrease in melta count isn't really hurting their AT ability, but the heavy flamer lets them deal with additional targets.

It's also worth remembering that they're armed with assault weapons. I've gotten a lot of mileage out of blasting a squad with meltas, DBF, and assaulting to wipe up the remnants. They're assault stats aren't great, but at least they're striking first. Anyway, that's my take.

Normally you just leave the Exarch at home, 5-6 Dragons are all you need to reliably kill any vehicle in the game (Monoliths and Blessed Hull Land Raiders aside). The only reason to bring the Exarch is for the Heavy Flamer and the ability to threaten infantry a bit more. I would only bother doing this in higher point games when you have a bit of room to work with though because its not hard to find something to fire a meltagun at even if there aren't any vehicles. They shred MEQ, hurt Terminators and are very helpful for dealing with things like Nobs and Nid MCs.

Avoid the Firepike though, the range difference with the rest of the squad means it doesn't work well. If only the Firepike is within half range (or even worse only the Exarch is in range at all) then you have messed up your distances, which means you are wasting the bulk of the squads firepower and could easily fail to kill your target.

The exarch is priceless with crackshot.

If I didn't need every high-strength shot I can get (and I think a lot of people are in the same boat, given how popular vehicles are) I would use an exarch with heavy flamer and crack shot, sure. With a fusion gun or firepike, crack shot or not, an exarch is simply less efficient than buying another fire dragon. Tank hunters, while a great ability, simply isn't needed on a squad with 5+ meltaguns.

Personally I can't wait for the next Eldar book, largely because they will probably make exarchs a mandatory part of a squad. Currently, I have several really cool models I can't use!

Eldar Corsairs: 4000 pts
Imperial Guard: 4000 pts

Corregidor 700 pts
Acontecimento 400 pts

Exarchs are rarely worth it, although the models rock.

Exarch with crack shot. Can't believe how many vehicles (and their owner's smug looks) it destroys.

As long as it’s not the Imperium...

I don't play Eldar, but if I did I absolutely would take the Earch for the Crack shot rule.

Everything and their aunt can sit on cover now, and we're about to see GK's camping in Techmarine-bolstered ruins for 2+ cover in some cases. Ignoring that is a big, BIG asset.

In Boxing matches, you actually get paid to take a dive and make the other guy look good.

In Warhammer 40K, you're expected to pay cash out of your pocket for the privilege of having Marines and IG trample all over your Xenos/Chaos.
