okay so heres my thought.

Howling Banshees charge a Hive Tyrant and so strike at I10, but the Tyrant has Lash whips, reducing those in base contact to I1.. I know the Banshees not in base contact will strike at I10, but will the front ones still? Which skill overrides which??

Tyranid FAQ talks about this. Lash Whips take place first, then other modifiers. So a unit with furious charge goes at 2, Banshee's at 10

Right so essentially Lash Whips DON'T affect their I modifier?

"Essentially" correct.

In reality, the Lash whips reduce them to 1, then the Masks kick in and bump it back up to 10.

As per FAQ, whip allways goes 1st in terms of modifiers.
So dropped to I1, then added up through other means (rules, wargear etc)
