Weapons with the Sniper rule should roll 6+D6 for armor penetration against Open Topped vehicles.

In addition, Sniper weapons should be able to target units in an open topped transport as if they weren't in a transport at all. However, they do get a 4+ cover save.

Most Open Topped Vehicles have LOW AV already, meaning you'll be Penetreting more easily.

Considering you could take down an Open Topped Vehicle with a single Glancing Hit, i believe the ruling to be effective and balanced though not entirely real.

+1 for the being able to target who's in open topped vehicles with sniper weapons, but i don't think they need a bonus on doing damage to the vehicle itself. Why would it?

Well, being shot at by sniper fire is very startling; the pilot's more likely to crash and wreck/explode his vehicle.

Mainly, I don't like that you need to roll a 6 and then a 2 on Rending to pen it.

Maybe it should be easier to get an immobilized/weapon destroyed result (sniper shooting gunner/driver or even tyre if it has one).
Don't know how this would work rules-wise, but it is pretty logical.

Hoping to get a Grey Knights army going...

no, the rules for open topped and closed topped vehicles are currently balanced.

it might not seem very realistic that you cannot shoot people on an open topped vehicle but it also isnt very realistic that a closed topped vehicle that explodes leaves any chance of its passengers surviving. When a shell or blast hits the outside of a vehicle the last place you want to be is inside that vehicle.

Isnt a opened topped vehicle very light? And very fast? And very hard to hit with a sniper? If anything you should get a negative modifier for shooting at a opened topped moving vehicle.
