The stormbolter question is one of the big differences between netlists / list theory and application.
The same problem that folks run into when they try to run Immo/Razor spam. Where the heck do you get all the models?
Serious answer: Stormbolters are kind of a rare bit. There's some on the SM commander sprue, SW sprue and I imagine you could chop up GKs. Probably the best one to try for is going to be the ones on the various vehicle sprues.
Good luck, that's a tough one.

Yeah, S is right here. Good conversions are going to be the name of the day, I would say.
Get a fair amount of tubing of the appropriate size for barrels and make pairs of tubes.
I would take the new pattern SM bolters and mount a second barrel below the first one, make it an over/under pattern. (So it looks like a Combi-Bolter Bolter). Say it is a new inquisitorial version of the Storm-bolter.
Either that, or chop the existing one and put two similar size / slightly smaller barrels on the top, so it is kind of like a double-barreled normal bolter. Remember those =I= guys get the best tech.

Quite a lott of space wolves players will have many left overs.
Aslo, you can glue 2 regular bolters or pistols together. But they will usualy be a bit big for your human solfier though.

I use Eldar Guardians. We have other aliens and Stormbolters are almost, but not quite, as good as Shuriken Catpults used to be.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

I use 2 bolters glued together, takes some shaving to get it to match up right but looks decent enough; then green-stuff any gaps.
For putting then on Gaurdsman models; all my Vet sgts in the last codex had them, so I have some experience with that as well: take a few spare flamer/grenade launcher arm-sets, cut off the gun(and the tubing for the flamers, flamers work best for the strap, you want to keep the strap intact) then glue the 2 bolters(prepared as above) in place of where the flamer/grenade laucher, glue the handle-holding left hand on to the model as well, so that the handle is sticking out the side of your now-storm bolter.
Looks good, is cheap, and effective.
