I am still fairly new to the 40k universe and while reading out of the codex for Imperial Guard and Space Marines they had one sector in their maps they talked very little about. The Ghoul Stars. So I was wondering, what are the Ghoul Stars? is it a sector of undead? as the name sounds, or is it just a particularly boring region of space with out any good stories?

It's a part of space that's closed off.
More likely than not it's just called "The Ghoul Stars" from myths/legends that circulated about it.
Could be a dead system(as in: full of dead planets and dead stars), could be populated with undead(although any system can be provided the whole Nurgle zombie plague gets spread  ), or anything like that.

Yep, just another part of the Imperium that gets labeled on the map, that we don't know very much about. COuld be anything there...or as Kan said, it could just be an old legend.

There is a brief, and I can try to find where, mention that a C'tan may be floating around somewhere in the Ghoul Stars terrorizing people. Whether that means the Deceiver, the Nightbringer, or even one of the other two, I do not know : /

Well, the Outsider's hanging out in his Dyson Sphere, and the Void Dragon's trapped in Mars, so it may be the Nightbringer. Randomly terrorizing people doesn't seem like the Deceiver's thing.

I believe the Iron Lords Space Marine chapter also has trapped a race of hyper-violent aliens, the Barghesi, to the Ghoul Stars after they rampaged around the Imperium for a bit.
